KPI monitoring identifies underperformance after it has occurred. Effective vendor management also involves understanding the vendor's operational constraints, maintaining enough knowledge of the service to identify risks before they become failures, and managing the relationship in ways that preserve goodwill for when flexibility is genuinely needed. Purely adversarial monitoring produces technically compliant vendors and operationally unresponsive ones.

Good relationships are valuable, but informal relationships fail when the relationship owner changes, when commercial pressures increase, or when the vendor is acquired. Formal governance protects the organisation regardless of who is managing the relationship.
