Risk management is about making informed decisions about which risks to accept, mitigate, transfer, or avoid — the goal is optimised risk exposure, not zero risk.
"Risk management is mainly about identifying risks early — the earlier you identify a risk, the more options you have to address it."
Early identification is valuable but not sufficient. The analytical challenge is assessing which risks have the highest potential impact given their likelihood and the organisation's capacity to absorb them, and which mitigation actions actually reduce risk versus providing documentation of risk awareness. Many risk registers catalogue risks accurately but do not produce better decisions.
