Normal operation monitoring is the minimum task. When disruption occurs — which on a live railway is frequent — signallers make real-time decisions about movement authorities, priority sequencing, and degraded mode working that the automation cannot make. The quality of those decisions directly affects how quickly the network recovers and whether secondary incidents occur.
