Noise does not care about property boundaries. A motorway, an airport, or an industrial estate creates noise that spreads across entire neighbourhoods, and understanding that spread requires looking at the problem at the scale of a city, not a building. Noise Mapping is the practice of combining traffic or industrial data with terrain models and building layouts to calculate and display predicted noise levels across a map — typically as coloured contour bands. These maps are used by local authorities to identify the most affected populations, by transport planners to evaluate new road or rail routes, and by developers to demonstrate planning compliance. The EU Environmental Noise Directive requires every major European city to produce strategic noise maps for rail, road, and industry.

"Noise maps show what the noise sounds like"

Truth

Noise maps show predicted average energy-equivalent levels — they do not capture the character, tonal quality, or intermittency of noise that often drives community complaints. They are planning tools, not perceptual representations.

Myth

"Noise mapping for planning is mainly about demonstrating that a development meets the relevant threshold — once the numbers pass, the assessment is complete."

Truth

Threshold compliance tells you whether a metric is met, not whether the acoustic environment is acceptable. Planning noise assessments also need to characterise the existing soundscape character, identify sensitive receptors with site-specific vulnerabilities, and consider cumulative effects from multiple sources — all of which require professional judgement beyond threshold arithmetic.
