Headcount forecasting addresses quantity. Workforce planning must also address capability — whether the skills needed for future business requirements exist in the current workforce, where gaps will emerge, what the organisation's ability to hire or develop those capabilities is, and how long it takes to build them. Organisations that plan headcount without capability planning routinely have the right number of people with the wrong skills at the moment they need to change.
