Truth

Demonstrating compliance with each requirement individually does not guarantee that the regulatory intent is met or that the organisation is protected from enforcement action. Regulators assess intent, culture, and the robustness of controls — organisations that are technically compliant but demonstrably indifferent to the purpose of regulation face greater scrutiny, not less.
