"Planning application management is mainly about pre-application engagement — agree the issues with the LPA before submission, and the process is smoother."

Truth

Pre-application engagement identifies the key issues, but it does not resolve them. Application management also involves commissioning and coordinating the technical assessments that address those issues, managing the application through consultation and neighbour notification periods, responding to additional information requests, and engaging with planning committee processes where officer recommendation is not straightforward. Pre-application engagement without effective process management does not produce a predictable decision.

Research & Outlook

Digital planning reforms (the Levelling Up and Regeneration Act 2023, and the Planning and Infrastructure Bill) are mandating digital-first planning application systems with standardised data formats, machine-readable policies, and automated validation — reducing administrative friction in the application process. AI tools are being developed to assist with application preparation and policy compliance checking. However, the strategic advice, negotiation, and stakeholder management elements of planning application management remain human professional skills.
