Consultation that is perceived as token — announcing decisions as if they are open for input when the real decision is already made — generates significant hostility and increases project opposition. Genuine consultation means engaging before key design decisions are fixed, demonstrating that input is considered, and explaining where it did and did not influence the project. The Gunning principles (established in UK case law) require that consultation is conducted at a stage when proposals are still genuinely open to change, with sufficient information for meaningful response, adequate time, and conscientious consideration of the results.
Research & Outlook
Digital participation platforms are enabling larger-scale, more accessible consultation at lower cost — reaching people who cannot attend evening public meetings, providing accessible formats for different communication needs, and generating evidence trails that support planning applications. The challenge is reaching communities with lower digital engagement and ensuring digital consultation does not exclude groups already underrepresented in planning processes.

How to Practise

- 2.Design a consultation event for a contentious planning proposal — plan the format, prepare the materials, anticipate the key concerns likely to be raised, and draft the consultation feedback report.
- 3.Study the Statement of Community Involvement for your local authority — understand what consultation is required for different types of planning application and how it must be evidenced in a consultation report.
- 4.Conduct a post-consultation analysis — take a set of consultation responses and code them by theme, identify the most frequently raised concerns, and draft a summary report with recommendations for how the project should respond to the feedback.
